Argues that environmental planning in Islam has to follow the basic objective of the Shari'a. Then derives the basic objectives of the Shari'a from the Qur’an, the sunna, the athar, early practice and ijtihad. Concludes that environmental planning has to take into account all the costs and benefits in a social setting and not merely the financial benefits and costs. The government has a definite role in regulating the environment and its use.
